In 2026, that product now appears for $24.99 on Costco's website — representing a ~51% price hike.

So, what's driving these increases? To start, where and how Costco toilet paper is actually made is key; it's sourced from Canadian forests, and it's produced in Canada, as is the case with many other U.S. companies. Due to recent tariffs put in place by the Trump administration, and a resulting trade war with Canada, many products, like toilet paper, have seen their prices go up. In addition to a difference in price overall and per unit, some Costco shoppers have also mentioned they think that Costco's Kirkland Signature toilet paper has changed in quality as well. On Reddit, a spring 2026 discussion titled "Did anyone else notice the change in the blue toilet paper from Costco" was still getting replies as of September. Many Redditors had similar observations, such as the paper before "didn't flake as much," and that now it "just falls apart."

Reviewers on Costco's website have said they've noticed changes in the toilet paper, too. While as of this writing, it holds an overall 4.6-star rating from 21,300 reviews, 6.5% of those reviews give it one or two stars. One customer, who gave the product two stars, said the "quality has been seriously downgraded." Many also reported that the paper doesn't always tear along the perforated lines, and it leaves white fuzz around the bathroom. For these reasons, Costco's toilet paper has now become one of those Costco Kirkland brand home items that some customers say aren't worth buying.
